SSN

India is known to produce software programmers dime a dozen. But it feels odd that even with so much resources, India still doesn’t have a tracking system for its citizens. I mean a concept similar to Social security number here in the US. The whole system here in the US works on SSN and as we all know it is very successful and useful. Why isn’t the Indian government thinking of it? Is it a monetary constraint or is there any other reason i am not aware of?

I have always wondered about this.

I just don't think it takes any priority over the infrastructure, protection from natural disasters, food, shelter and those other essentials to be provided by the government.

Indian software companies would not work for free. Now who would pay for such a thing when most of the population is struggling to get one meal a day?

From what I have personally experienced:
1. For a phone transfer it takes months if not years in India if you don't have a back door to the process.
2. To get a driver's license and passport it takes months if you don't know the 'procedure' to make it a priority issue with someone.
3. To get a death certificate even, you have to pay someone. Even when a family is grieving people expect money to do what government is paying them to do.

Granted the above things were a few years ago, but I don't think things have changed. The items pointed above will complete in a day or two if the proper amount is bribed to the proper officer(s).
Why are people not willing to do their work?

What I'm getting at is that I don't think it is a priority issue. If everyone does what is assigned to them, there will not be a lag in government processes like there is today.

Only if they finish what is assigned to them, they can think about the betterment of current processes. Since the current assignments are always pending and lagging, no one is thinking of how to make things better.

Trying to abolish bribe system is probably a waste of time and instead it can be legalised... make people pay for the priority service. Well anyway, we have Right For Information which was a recent initiative by the central govt. gives enough power to question why things are not done or delayed, at least you will know why.

One other thing is, bribe is thriving because of the illiteracy. Hence I support the free TV scheme initiated by DMK.

I like your idea of paying fees for priority services.
Good to know about the Right for Information initiative.
Any change in the government process is for the better when it comes to making people accountable or expediting the process(es).

The reason why I like the 'SSN Idea' since it makes people more responsible for their actions.

I believe that the Indian Govt has introduced what is called a Tax Identification Number for everybody who files taxes legally. Infact investment in stock account, demat accoutn etc require this otherwise you cannot invest. I believe you come across all this only when you have indulgence in the system. Otherwise a lot of new things that have been introduced does not reach everybody's ears.

Anyway you can ask your parents or some other elders who should be visiting the banks there on this and am pretty sure they do know.
